Bad sync informations
###What happened:
- in the CookBook "todo" page there are sections marked as "This text may be out of sync with the English version", but if we check it, there is no difference...

- **type** was changed to _enhancement_
The sync markers are set on translations when the english content changes and either 1) it's auto approved 2) the admin marks the edit as 'significant'. To clear the sync markers the simplest way to do so right now is to submit an edit with no change and CLEARLY INDICATE that the reason for the submission is to clear the sync marker.
Marking as an enhancement as the above solution is not optimal.
