Remove the caching of the "todo" page
###What happened:
- When an update is made in the translations, the text "there is a pending change for this section" is not printed : I guess it's due to the cache.
###What was expected:
- As this page is dedicated to translators (few requests a day), that would be nice for it to be a "real-time" page to avoid double submissions.
- Changes made to a section might be marked as soon as changes were made

The cache should be being cleared upon new submissions.

The cache is cleared (for all pages) on every submission now

Ok the cache is cleared, that's right. Thanks.
But I think it will better if "This text may be out of sync with the English version" message was not displayed at the same time as "there is a pending change for this section".
